Spells: Spirit of the Wolf

After reaching level 14 with my druid I am unable to scribe SoW. I originally purchased the spell from the Surefall vendors at level 12 in anticipation. upon reaching 14th i tried to scribe it and it said "Your class can never use the Spell: Spirit of the Wolf". I then noticed that the spell req. level was listed as 255! I made my way to Rivervale to see if it was a local issue and the same was true with the scroll from the vendor in Rivervale.

How can I fix this issue?
