The Falchion and Princess Lenya
General Jyleel vomits the quest items for "The Falchion" up and says nothing, getting the quest from him works as well as orc runner turn ins. MY faction is max ally.
Tynkale doesn't give out the quest to seek the large kobold pelt in innothule that starts the quest for silent watch shield. Again, max faction. | ||

As a side note, I was there as Glabool's dwarf was doing the quest as well, and he was a dwarf with ally faction, and I'm human with kindly faction, and he still just tosses the items back.

Not sure if this helps or not, but there was an issue with this quest some months ago. Haven't heard of further issues till your post.
