Spells: Celestial Elixer isn't castable on noobs.

Not a buff per se, should be castable on noobs. Also, noob buff time line should never be on this server. I know this is thread number 12, but this addresses a specific spell should the ruling stand on buffs.

Celestial Elixer, and all the other short timer "buffs/heals/songs" behave the same way as regular buffs as far as this rule feature goes.

Songs can bypass the check so long as the noobie is not being targeted, same with group buffs.
