Quest Issue: Incomplete Blackbox

An Incomplete Blackbox ropped by Red V will not allow the combine of 4 blackbox fragments dropped by obsolete models.

I made the combine and did the turn in maybe 8 times in the last couple of days, but as of today 8.16.13 I receive the error you cannot combine these items in this type of container.

I looted one box and used blackbox fragment I already had in my inventory. I destroyed that box and looted a new one. I also looted 4 new blackbox fragments and still received the error on combine.
