I saw one on one of the vendors in the inn near the EC tunnel yesterday.

It's on permanent stock on vendors in other areas as well, but folks prefer to buy it from players than buy it for 150p, who loot it from mobs and would rather take 25p for it than vendor it for 3-5. It's a win-win.

Check for orgazmo in EC, he usually has several.
