Default Black Dire

So I found a group of people (not naming names right now) that were pulling Black Dire to the pond at the zone in to Mistmoore and kiting him around the pond while the Wizard in the group proceeded to nuke him down. The person kiting him around was a bard with slow song for agro and selo'ing around the pond so he didn't get hit (though he almost died at some point). Is this classic?

Also, is this considered exploiting pathing to kill a mob? I.e is this something that should be reported as intentionally exploiting pathing to kill a mob without physically engaging it? I'm not sure what sort of rules are in place with regards to pathing and higher named killing. At one point another member of the group was kiting black dire around the pond while waiting for the bard (who was low hp due to some spells I guess) to come back in to the zone to resume kiting... I have never seen anyone do this with Black Dire but let me know if there is anything wrong here.
