Question: Leveling rate in a group with different levels?

Example: Duo, one is level 19 the other level 18. Will they level at the same rate? Will one be 60 when the other is 59? or will the gap widen?

Couldn't find any info that didn't require lots of maths.

If you are always grouped together, wouldn't you share all experience penalties?
