Quest Issue: Faction of Epic Shaman quest

I have a big problem with epic shaman quest. I have done ALL steps even I have done the part of pages from CoM 7 - 8 times and still I dont have enought faction for continue the quest.

You have to keep doing page turn-ins until your faction is high enough.

I don't have proof one way or the other. But most of the epic quests were originally written to be done from start to finish, without the need to do parts repeatedly to faction grind. Perhaps it is tuned wrong here?
