Sadly bans can not be given from word of mouth.. a GM would have to observe it.

What you're observing isn't really a solvable problem. I'd find a new place to hunt guards. Depending on what class you are, almost any city will do.

The problem isn't just hunting guards. Some guilds try to have a common bind spot for quick assembly and mobility to raid. This guy likes to train those guilds with the gate guards which are nearly unkillable.
