HHK guards

So I never did recall that there was 2 mobs in hhk "a guard" that lowered freeport guard faction. Used to run rampant in this place back on live an ... don't recall ruining freeport guard faction while xp'ing off guards in hhk. Only 2 that i can think of so far that do it ands its "a guard" on the 2nd floor to 3rd floor stairwell and there is on in a room beside Guard Mytin on the 4th floor.

Are they supposed to be in that zone? and ruining Freeport Militia faction?
