Quest Issue: Scaled Mystic Boots

I am on the project 1999 (blue) server my character is Tiklin, a 24 Iksar Shaman. I turned in the banded boots, the fire emerald, the goblin prayer beads, and the rhino hoof to Zazlan Furscale as the quest states, and I did not recieve the boots, but he took all of my materials.
