Game Mechanics: Hello again server issues plz help

Hi i recenently applied and obtained an ip exemption for Red Fury and Lord Oatmeal. This is Lord Oatmeal. I tried to log in on the computer i regularly which logs in and works, but is now 5x fast it seems. spells take a split second to cast, i move faster than a 50 bard with selo. Before the exemption it ran fine, normal play and speed. But when I logged in my wifes account it was as if comp was faster than server, or atleast what I assumed. Also this was after the exemption was granted. Ill be on my iksar Ssark, which i petitioned with i believe, most the time im on.
I have read and tried some of the forum things, but to no avail. I have not done anything too the files besides redownload the p99 update again, and tried a fresh install. The ctrl+alt+dlt set affinity thing wont allow me to change. Im using XP pro. It ran fine before and cant find a fix. Ganna try and wait till i recieve a reply from u but will try a fresh install of xp and reinstalling. I would try using wineq2, and under Options->Preferences->Everquest->General, there should be an option for EQPlayNice. Make sure that is turned on.
