Default Tooth required for ports?

I didn't play a porter back when you still needed the tooth to port into a zone, but I noticed that I can self port with my druid to any of the rings without the tooth from any of the rings.

Does the "needing the tooth from each ring" requirement not go in right away, or is this only for non-porting classes?

The tooth requirements weren't set for individual ring/gate spells.

Having cobalt scar tooth should allow porting to all rings. Need to research if it was like that from day 1 V.

There were a few changes in first two weeks of Velious. We ended up going with the CS allowing porting to all. It was confusing what initial changes were.
