From what i remember, these mobs always had a fast innate run speed.

I am a level 40 bard, and left my fear song on near the two tonsmiths. I was at half life when they started attacking me, so I ran for the zone. I put on Selo's and they were still hitting me, so I equipped my mistmoore drums, and they were still hitting me. Needless to say I ended up with a CR. just be careful if you solo these, and make sure you can take them, because SoW or Jboots wont help you escape
