Joint BOTB?

My understanding is much like on live where people had to win their servers then went on to Test against all the other servers to fight it out. Is that happening here? And if so, half the people on red with titles are banned, so how would this work? Just curious.

on red only one of the 1st place winners are banned

a majority of the top 3 finishers are either banned or haven't played in a long time though
