Was Holocaust's name change consistent with previous guild wide punishments?

Have the staff ever had to step in to change such a large guilds name because of the intolerant message they spread to the community/world? Does a simple name change and banning of one single character really suffice to stifle the damage that will never be undone by having this organization on the server not once but twice? The red 99 community will never get past this. The videos are uploaded, the threads have been made and the screenshots all over the web.

Do you really feel as though banning one single character while the guild leaders who enabled him walk free is fair punishment?
