Game Mechanics: Taunt Level Cap

I have heard from some warriors that taunt doesn't work on high level mobs. The level cap for taunt should change to 65 a few months into Velious. I am not sure if the plan is to follow the timeline strictly, but just figured I'd get it on the radar.

-- Level 60 players with the taunt skill will now have a chance to
taunt creatures that are level 60 to 65. Previously, players could only
taunt creatures below their level.
