Default Strafe Kiting Issue

Is it just me or is this not working nearly as well as it used to. I did this on my newbie bard from 1-5 in Butcher with no problems. I stopped playing him for a few months and then Velious came out. I decided to start playing him again and everything seems to catch up with me after about 5 seconds of them hitting me every time. eg I am strafe kiting, i get hit, 5 seconds, i get hit, 5 seconds, i get hit. I feel like maybe im going slower than I should be or my latency has gotten worse some how? It is normally between 50 and 90. Currently its 87ms and its happening like crazy. Maybe its something with my connection but just wanted to ask and make sure its just me.

There was a fix back in June that made mobs turn better. The side effect was that it made it harder to swarm using the level 2 song, because the range is so small, and the mobs seem to catch up just enough to get some hits in. Once you hit 18, it's not so bad.

On my bard, I started twisting in selo's with the level 2 dot until 18. It took a little getting used to, but it worked.
