Default councilors in icewell keep faction hits

Not entirely sure as i'm not sure how faction hits work exactly but I killed 1 councilor last night, in icewell keep, and I went from kindly to dubious.

I looked at the wiki and it says they only give -30 faction. 1 -30 hit shouldn't bring you from kindly to dubious I don't believe. could there possibly be an added 0 in the faction hit that was unintended?

If it's working as intended please disregard just figured I'd share because I totally screwed myself in 30seconds when I should have been in bed lol
