Game Mechanics: MObs proc'ing fromr outside their melee range

Had this happen 3 times now. A mob is rooted close to me but outside melee range, it never gets a melee attack on me, and yet it proc's on me. For example, the Strong Disease proc by Kithicor mummy model mobs.

Are you sure they are meant to be melee procs and not instacast spells for these particular mobs?
