NPC Spawn Issue: Missing NPC in North Freeport: Zigg Flinn

Zigg Flinn should spawn in the blue building in the southeast corner across from Jade.

He gives the following faction hits:

Your faction standing with Gem Choppers got worse.
Your faction standing with Merchants of AkAnon got worse.
Your faction standing with King AkAnon got worse.
Your faction standing with Dark Reflection got better.
Your faction standing with Clan Grikbar got better.

This is the infamous gnome that would kos evils as they zoned in North Freeport.
