Thurgadin armor quest drops in Kael Drakkel

Hey guys

Are the quest drops in KD only found on mobs near the arena?

Will the mobs nearer to the zone line and the center of the map drop the parts as well?

I'm a little confused with the information as wiki lists that the low 40 mobs also drop as well, but when I asked around almost everyone tell me only those around the arena drops.
