Quest Issue: Toxxulia Forest Mining cap quest broken

Mining caps (a/k/a useless caps) are sometimes dropped by kobold scouts (though not often). Take these caps to the two skeleton miners at the entrance to Paineel, or to the Abandoned Heretic's Pet. All three will give experience; the two skeletons mining in the tunnel will break off a part of themselves as a reward and give you a bone chips or some zombie skin (or occasionally a fractured femur or bone shield [AC8]) and the Abandoned Heretic's Pet will reward you with a gem he has recently mined.

The Abandoned Heretic's Pet wanders a path from the Bridge to the Porch at Paineel and then checks in and chastises his slaves for not working hard enough and then repeats his trip, but the two in the tunnel stay put and can always be found in the same place.

I have killed 113 Kobald scouts not one cap, this quest is broken

Likewise, killed about 100 kobold scouts myself while leveling up my SK in Toxx and I never saw a single cap. Yet there is another post in red99 forums saying the caps drop there, but turning them in yields no reward.

So it seems the quest is broken on both servers, just in different ways.
