Quest Issue: Illanics Skeleton

Illanics Skeleton Toxxulia Forest doesn't respond to hails or when asked 'Where is the scroll?'. Also the Kobold Caster who is supposed to drop the Scroll Half does not seem to appear anywhere in the zone, or I haven't discovered the placeholder for it yet.

Update Kobold Caster Spawns and drops the quest item, Illanic still doesn't respond to hails, etc.

ilanics skeleton:
-will now respond to quest trigger
-faction added
-loottable added
-path added
-will not flee when low on hp
-spawn time increased
