How do I install / implement Fabbe's classic UI?

I saw some screenshots / footage of Fabbe's classic UI (1.3) in action, and I thought I'd give it a whirl (for some reason, I love the antiquated feel of the old UI, especially the health / mana / energy bars). Here's the most recent thread, dated October of this year.

The UI I'm referring to is the second picture on the second post. It's purportedly been "tested on p99." Question is, how do I actually get it to work? Do I just unzip the folder and throw all the files into my EQ directory, like I do with spell files?
