Question about nerfed items

I'm relatively new back into the game here with P1999. Take a nerfed item like say Circlet of Shadow. I noticed in looking through ancient forums that this was nerfed on Live like in 2002. So how are there pre-nerf versions of it floating around on P1999? Does P1999 mimic the timeline line of nerfs as it played out on live or something?
