NPC Spawn Issue: Rathyl is not spawning

Rathyl in Najena is not spawning, and neither are a couple of mages near by. The elemental that spawns in that room has spawned like 4 or times at least while rathyl or his ph have not spawned.

I see other people have reported a bufg where mobs are stuck and need to be summoned by a gm. I think that may be it, because I keep having this bug where I see random mobs when I zone in, I can target them but I can't do anytuing to them, and in this case Rathyl is one of them. I assume that these are connected and hes stuck.
