The wiki does not have a page for Mayor Gubbin. I task you to create this, take an image worthy of his greatness, and write a small blurb of the lore behind him (as well as how his slaying lead to your duel with Llandris).

I came across this awful screenshot during some ClassicQuest if it will aid you in some information adding faction hits and such:

Note to devs that he appears to be in leather only (not the plate look as he is on P99). Also not sure if his death cry message is implemented here. Screenshot is actually posted on 10/10/2001 in the archives here.

Judging by the lack of hits in the melee and position of the corpse, I regret to inform you that the Mayor appears to flee instead of fight to his death.
