without proc i guess it's a good dps weapon?

is there any use of this for a high lvl war? is it only for groups where u dont need ur best aggro, or raids when you play dps role, and soloing/duoing?

It's a decent way to get 100hp in your offhand

So if you have a pretty solid aggro weapon for a primary, I know tanks who offhand it for the extra hp
