According to Webster the word special can be defined as the following:

they set it apart as a special day of thanksgiving

4 : being other than the usual : ADDITIONAL, EXTRA

5 : designed for a particular purpose or occasion

Lets use #4 in this example, as it most represents the context of my phrasing.

If I were to use the same "Special" price more than once, it would hence no longer have the quality of "being other than the usual", because it will have now become a consistent or usual price point.

What can I say? i'm unconventional...
