Can't equip neck pieces.

Hope this is the right area.

The item slot I have for the neck is unable to equip an
item.
It's not that I'm equipping an item not specific to my race or class. It's as if the slot is un-equipable.

When I create any new character the neck slot is blocked out on all new characters. It is high lighted blue if that helps.
Please help with this.
