Ogre Shaman Guild Note Quest Broken

As an ogre shaman you give your guild note to Zulort in Oggok. He responds to hails/text just fine, but doesn't give quest reward when turning in the note.

This was working recently (I start a LOT of new characters) but not working now (Sept 18, 2019).
