Default Smithing: High Quality Metal Rings
file + water flask + large brick of high quality ore = (2) high quality metal rings

is this formula incorrect? the combine is not working.

Default Rings
The hq rings and Ornate armor in general were part of the tradeskills revamp on live.. they are not in game yet. If you have banded armor maxed your next step is fine plate. Enjoy!
