What determines Rangers chance to land bow hits?

I was talking with someone in-game and they mentioned that Str effects both Dmg and Chance to hit with both melee and Bows. Is this true?

Is Dex just for procs and crits?

Str does not affect hit chance
Dex does not affect hit chance

I am very, very uncomfortable admitting this, but on Project 1999, archery uses strength, not dexterity.
