Looks like buffs continued to last 3x longer on NPCs, but were adjusted to not last so long on pets. (The idea was to decrease server load, and pets got caught up in it since they were NPC flagged).
Seems like this nerf was in early 2000-ish?

NPCs were treating buff spells differently than PCs. The point was to keep NPCs in cities from constantly casting buffs on everyone and everything. Though this part of the code was maintained, special code was put in so that buffs would wear off of pets at the proper time. We probably should have announced this.

Would also suggest that buffs cast on NPCs should still be lasting 3x as long as other buffs.
