Bard guild trainers in Qeynos show pick lock training available at lvl 13 (or less), but skill in unable to be trained (wiki indicates available at lvl 40)

This is a known issue. The client displays skills available at the levels when they were available at the time EQ-Titanium was made (circa 2005). These levels are not always the same as when given skills were available in the 1999-2001 period P1999 simulates. The P1999 staff has as yet been unable to fix the client display to match with the actual server-side levels.
