Shackle of Steel

After having completed the Shackle of Bronze for my Iksar monk, I was excited to complete the Shackle of Steel quest now that Velious is out.

Much to my dismay, Master Rinmark in TD would not give me container to start the quest. Does anyone know when this will be in the game?
