Default GM Rules on "ninja stealing" camps.

This has probably been discussed before, but I guess I'll bring it up again because I couldn't find the threads: what are official GM rules on "ninja-stealing" a camp?

Exact scenario: You are in a camp near a zone. A train causes you to zone out of camp. You return and somebody is sitting there telling you to f** off because it belongs to them now. Group was only gone for maybe 4-5 minutes tops. Is this sanctioned?

There is a certain retard on the server (if you're reading this, you know who you are /wave) who did this earlier in Sol A with my group. In fact it was the ledge area near Sol B zone, which isn't even really a camp, just the place groups form up before moving somewhere else. Said retard proceeded to throw a hissy fit when we returned to our spot (after only a couple minutes) en route to the foreman after somebody trained us, because we were interrupting her power-levelling session, even proceeded to attempt to KS us. (Again, this isn't even a real camp, was astonished).

Obviously this was insignificant to the group, but it made me start to think: what to do when this happens later in the game? For instance, in Lower Guk camping King... some dude runs in and trains you, then you zone out through the King-zone, back to Upper Guk, and you must invis back to campsite, only to find another group or a farmer sitting there. I understand the rules if you can't hold a camp, but this is for when you are intentionally or uninentionally trained.

Thoughts?
