A noble (HHK) - Missing Ring of Scale Faction hits

Been killing in HHK for a bit and just noticed that A Noble(s) are missing the positive faction hit for Ring of Scale.

The P99 Wiki and Allakhazam both mention this, but not seeing it in logs.

Will confirm current live still has the +Ring of Scale hits. The +Ring of scale is 25% of the absolute value of the Carson McCabe hit rounded up to the nearest integer.
