This quest was never fully solved on live, but a workaround was discovered. The "Battle Staff" from the guards should work for the final hand in. https://wiki.project1999.com/Battle_Staff See people talking about the battle staff hand in. https://everquest.allakhazam.com/db/...html?quest=137 I highly doubt this turn in was put in later, and it should work. I tested it on p99 and Lumi did respond upon receiving the Battle Staff. I can see if anyone has a live account who could do the turn in just to get the text information for you for the turn in and the faction bumps.
