Game Mechanics: Halfling Cultural leather crafting

Attempting to craft a Vale Sewing Kite, I discovered that:

Small Brick of High Quality Ore doesn't combine with a chisel like its suppose to, and generates the "doesn't combine in this container" error message

This is important because combining the small brick of HQ ore with a chisel, is suppose to allow for the creation of Small Pieces of HQ ore needed for creating the sewing kit required for halfling cultural leather.
