Dodge skill bug?

I am level 25, and all of my melee skills except for Offense and Defense cap at 130, however my Dodge says 125 in red text. I'm not encumbered...don't have any gear on with negative stats, xept for -9 cha...I think I died once or twice after I hit 25, and de-leveled....I'm an SK..
