Unable to Cast Spells

I recently signed up and created a new character. However, when I attempt to cast a spell, it tells me "You cannot cast this spell out of combat", even though the spell is Skin Like Wood. So I went to into combat and it still will not allow me to cast spells. I am not sure if this is more of a spell bug or a combat bug. Not sure if you need more information than that, such as character build, etc.
