NPC Spawn Issue: Spectre on NW corner of Island in Oasis

Occasionally a Spectre on the NW corner of Spec Isle in Oasis will have WAY more hit points than a normal spectre. I haven't added the damage but it takes 2-3 times longer to kill this particular Spectre.

I would say at least 1/2 the time this particular beastly spectre is the one that spawns instead of a regular one and it can take 2-3 lvl 44 fire pets to kill it.

They range from having 1635 hp at 33 to 1739 hp at 37.

Don't see anything wrong.
