Brother Qwinn

Does anyone know how to spawn Brother Qwinn in South Karana? I went to -4800, westwall loc and camped that spot for the majority of 2 weeks. I have also tried killing everything on the west wall that might be a "PH" for him. Escaped gnolls and Narra tanith are supposedly the PHs for him. Is there some secret to this? Is it just broken?
