Miscellaneous: Rubicite BP regen isn't functioning

Not sure if this is a red bug, or a bug with just the ones given out from swashbuckler, but I was rewarded a Rubicite Breastplate for turning in my legacy ticket and I noticed that it is having no effect on my hp regen while worn. The item shows Rubicite Aura (worn), I have zoned while wearing it to see if regen would kick in as well as camp and log back in while wearing it and hp regen remains the same.

Regen on Iksar Ceremonial Breastplate is also not functioning.
