Lost Passwords and Character transfers?

My friend recently wanted to begin playing again. He was able to remember his login name, however not his password. We are both aware that we cannot retrieve passwords, but was curious as to if we can transfer the old toon to a new account that he will make (if this is possible). They did move characters from accounts back when server was just released, so I read in a post once anyways. Trouble is you only have a username and no password, so there is no proof the character is yours even if they did move them...
