piece of parchment in neriak wru?

I cant find a vendor for piece of parchment in neriak, its not on the ones listed on eqtraders in caster or sk guilds, i found the quills on tailor vendor but cannot find piece of parchments for spell research

Not sure here, but in classic you could buy it off your guild merchant who sells your research tome in the casters guild (in the basement, one of the individual rooms)
