its not no drop, but it is quested.

i've seen a few up for sale, hoping to get lucky because the quest isnt doable at 39.

I did it at 40, but it was pretty much people let me loot the items. In trakanon i just asked a 60 enchanter passing by to kill the mob for me.
How much are you paying? i may be willing to redo the quest.

ive seen them go for pretty outrageous amounts, and ive also seen them for relatively cheap (100-200). I wouldnt spend a fortune, im not rich =P
