I'm trying to figure out who drops this and I keep getting conflicting information.

Zam says it drops from a "wandering warrior". I've been all over Kith and seen all kinds of skeletons but never a wandering one. It also mentions "On the Decaying Commander" which isn't listed in the mobs list:

My 51 pally encountered him with his pet near the RV tunnel. Not sure if this guy is or is related to the "Risen Commander", as I have never encountered either one of them until recently. I thought this was the big bad Commander until I realized the difference in names; he looks like a big skelly with a 1/2 sized skelly as pet.

I would like some clarification as to if this is dropping at all (since I've seen no "wandering warrior" or if my luck for everything else has just been very bad. Had anyone else seen this drop?
